This is a summary of a research paper produced for the UK Department for International Development’s private sector development program in Democratic Republic of Congo. This study was developed through a collaboration between Oxford Policy Management and Pact. A series of research papers, research summaries, and ‘learning briefs’ were published by the program’s Decision Support Unit, with the aim of sharing information that will help others working on similar projects.
