This paper by The Capacity Development Network introduces the capacity development framework and provides strategies and lessons learned on engaging local partners and systems to enhance capacity. It discusses common challenges through all stages of the CD process and offers guidance, best practices, tools and lessons learned. The intended audience for this paper is USAID Missions and stakeholders interested in capacity development and is a resource for capacity development and engaging local partners.
